PAC Criticizes CAGD's Inefficiency in Recovering GHΒ’61 Billion in State Funds

The Public Accounts Committee (PAC) of Parliament has expressed deep dissatisfaction with the performance of the Controller and Accountant Generalβs Department (CAGD) due to its failure to recover a significant amount of state funds that remain tied up with various companies and state institutions across the country.
During a recent parliamentary session examining the 2023 Auditor-Generalβs report on the public accounts of Ghana, which includes Public Boards, Corporations, and other Statutory Institutions, the Committee raised serious concerns about the situation.
The report highlighted that a staggering GHΒ’61 billion of state funds remains uncollected, with only GHΒ’46 million retrieved to date.
In response to these findings, the Auditor-General recommended that the CAGD implement a more effective tracking system to ensure that all transfers are properly recorded and easily traceable.
Appearing before the Committee, Mr. Kwasi Adjei, the Acting Controller and Accountant General, acknowledged the Departmentβs shortcomings but pointed out that they operate under the Ministry of Finance, providing public financial management services to the government and the general public. He further mentioned that a joint committee between the CAGD and the Ministry of Finance has been established to oversee the recovery of the outstanding debts.
In related proceedings, the Minister of Youth and Sports, Mustapha Yussif, along with officers from the National Youth Authority and the National Sports Authority, responded to queries raised by the Auditor-General. Additionally, the Ghana Water Company Limited was represented by the Deputy Minister of Sanitation and Water Resources, Aminu Issahaku Chinnia, who also addressed the Committeeβs questions.
