PRINCOF Calls on CETAG to End Strike with Promises of Progress

The Conference of Principals of Colleges of Education (PRINCOF) has urgently requested that the Colleges of Education Teachers Association of Ghana (CETAG) end their strike and return to teaching by Tuesday, August 6, 2024. In a letter sent to CETAG National President Mr. Obeng-Himah on August 5, 2024, PRINCOF acknowledged CETAG’s concerns about the delayed implementation of their National Labor Commission (NLC) arbitration awards. These concerns include the transfer of staff to the university payroll system, the payment of the All-Year-Round Allowance for 2022, and the Book and Research Top-Up Allowances.Nevertheless, PRINCOF underscored that CETAG resuming academic duties would expedite the resolution of the issues at hand. “We are of the view that your return to the lecture rooms will pave the way for a speedy resolution of the issues,” PRINCOF asserted.
Additionally, PRINCOF highlighted that their appeal is anchored in the Memorandum of Agreement (MoA) signed between CETAG and the government on July 24, 2024. This agreement delineates a precise roadmap for the implementation of the NLC arbitration awards that prompted the CETAG strike. “We are making this appeal based on the fact that CETAG and the government signed a Memorandum of Agreement (MoA) on Wednesday, July 24, 2024, with a clear roadmap for the implementation of the NLC arbitration awards, which were the reasons for the CETAG strike,” PRINCOF disclosed.PRINCOF expressed confidence that the signed Memorandum of Agreement signifies the government’s dedication to addressing CETAG’s concerns. “We are of the view that CETAG should demonstrate its commitment to the MoA it signed and return to the classroom. Prolonging the strike will only exacerbate disruptions to the academic calendar, leading to significant repercussions for academic activities,” PRINCOF asserted.
To bolster its appeal, PRINCOF detailed the progress the government had already made in implementing the NLC awards.
β’ The Book and Research Top-Up Allowance has been paid through GIFMIS by CAGD and should reach CETAG members by August 9, 2024, as outlined in the MoA.
β’ The validated data for the All-Year-Round Allowance has been submitted to GTEC and will be sent to the Ministry of Finance for payment.
β’ Staff migration from the Colleges of Education to the Universities salary structure started on July 29, 2024, and is expected to conclude within four weeks.PRINCOF has reaffirmed its commitment to assisting CETAG members by facilitating the payment of the frozen July 2024 salary for those who return to teaching by August 6, 2024.
PRINCOF stated, “We are dedicated to supporting your interests and will continue to work towards your benefit. To resolve the issue of the frozen salary and engage in meaningful discussions, it is important that you resume teaching. PRINCOF is ready to ensure that those who return to the classroom by August 6, 2024, receive their July salary.
