President Mahama Orders Probe into Ghost Names Scandal at National Service Authority
NIB to Conduct Thorough Investigation into Corruption Scandal Amid Calls for Accountability

President John Dramani Mahama has directed the National Investigations Bureau (NIB) to conduct an immediate and thorough investigation into the operations of the National Service Authority (NSA). This directive follows the discovery of 81,885 suspected ghost names on the NSA’s payroll, which was revealed after a comprehensive headcount of active National Service personnel.
The headcount, initiated by the Minister for Finance as a prerequisite for clearing allowance arrears dating back to August 2024, exposed significant discrepancies between the actual number of service personnel and the figures previously presented by the NSA management. The Ministry of Finance subsequently released GHS 226,019,224 to cover allowance arrears for 98,145 actual National Service Personnel, which is 81,885 less than the 180,030 names initially presented.
In response to these findings, President Mahama has tasked the new management of the NSA with implementing urgent reforms to establish adequate controls and prevent the recurrence of ghost names on the payroll. The President’s decisive action aims to ensure transparency and accountability within the Authority and to prevent further financial mismanagement.
The recent discovery of the payroll discrepancies has sparked concerns about the scale of corruption within the Authority and the potential loss of millions of cedis in fraudulent payments. The investigation by the NIB is expected to provide a comprehensive understanding of the extent of the corruption and to identify those responsible.
The Presidency has emphasized its commitment to transparency and accountability in the management of public finances. The swift action taken by President Mahama demonstrates his administration’s resolve to tackle corruption and ensure that public resources are utilized efficiently and effectively.
In a statement, the Presidency noted that the investigation will be conducted in a fair and impartial manner, and that anyone found to be involved in the corruption will be held accountable. The statement also assured that the NSA will be reformed to prevent similar incidents in the future.
The investigation is ongoing, and the public will be kept informed of any developments. The Presidency has urged anyone with information related to the corruption to come forward and assist the investigation.
