PAC Orders Arrest and Prosecution of Teacher Over Suspected Payroll Fraud
Teacher Accused of Fraudulently Securing GHβ΅26,000 in Unearned Salary

James Klutse Avedzi, Chairman of the Public Accounts Committee (PAC) of Parliament, has instructed the prosecution of Comfort Appiah, a teacher in Sunyani, for her suspected role in a payroll irregularity involving unearned salary.
This decision follows revelations from the Kintampo South District Education Directorate that a headteacher, Bismark Agyekum, who also served as a payroll validator, fled to California with a validation code, allowing him to fraudulently obtain GHβ΅26,000 in unearned salary. District Director of Education, Daniel Yaw Appiah, reported that Agyekum transferred the funds to the account of his colleague, Comfort Appiah, in Sunyani after initially depositing the money into his own account.
The Public Accounts Committee, suspecting possible collusion between Agyekum and Appiah, instructed that the matter be referred to the Attorney-General for prosecution.
In the same PAC session, Ray Ankrah, Deputy CEO of COCOBOD in charge of Finance and Administration, reported that GHβ΅200,000 out of GHβ΅1.8 million in outstanding funds had been recovered, with efforts ongoing to retrieve the remaining balance. Ankrah also revealed that GHβ΅1.6 million of COCOBODβs investments remain locked with Zenith Bank due to the governmentβs Domestic Debt Exchange Programme (DDEP).
Additionally, representatives from the Ghana Police Service, Fire Service, Prisons Service, and Immigration Service appeared before the Committee to address concerns raised by the Auditor-General.
With the public hearings in Accra concluded, the PAC is set to continue its proceedings in the regions next week.
