The National Association of Graduate Teachers (NAGRAT) has written a letter to withdraw from Professional Learning Community activities. The Professional Learning Community (PLC) programme activities in schools aim to improve teacher professionalism and enhance teaching-learning activities. Unfortunately, it has become a means of victimization and stress to the already overburdened teacher.

According to section 20 of Act 651, the Labour Law, every worker is entitled to leave for not less than 15 working days with full pay in any calendar year of continuous service. However, the Ghana Education Service (GES) has not clearly stated its policy on teachers’ annual leave, leading to the assumption that holidays are the leave days for teachers.

Some Heads of Schools, District Directors, and Regional Directors have introduced their own measures to compel teachers on holidays to participate in PLC activities. In some cases, Heads of schools have placed embargoes on teachers’ salaries for failing to participate in PLC activities while on holidays.

In light of this situation, NAGRAT calls on all its members to withdraw immediately from all PLC activities in schools until the management of the Ghana Education Service clarifies the situation with clear directives. NAGRAT demands that the Director-General come out with a clear policy on PLC activities and teachers’ statutory leave as prescribed by law.

If the situation persists, NAGRAT may resort to industrial action to press home their legitimate demands.
