Minority Leader Calls for Expanded Ministerial Appointments to Enhance Governance Efficiency

The Minority Leader in Parliament, Alexander Afenyo-Markin, has urged President John Dramani Mahama to reevaluate his decision to limit the number of ministers to 60, suggesting that this approach may hinder effective governance.
He further called on the president to apologize to Ghanaians for underestimating the challenges involved in managing a nation as complex as Ghana.
During parliamentary proceedings, Mr. Afenyo-Markin emphasized the need for bold, pragmatic leadership, arguing that the current structure of merged ministries places an overwhelming burden on appointees. He pointed to the increasing workload and critical national challenges as evidence that additional ministerial appointments may be necessary.
President Mahamaβs campaign pledge to reduce the size of government by limiting ministerial appointments to 60 was initially lauded as a step toward curbing excessive government expenditure, improving efficiency, and promoting accountability.
However, its implementation has drawn criticism, with concerns raised about the strain on ministries and the government’s ability to manage pressing issues effectively.
βI believe leadership must involve acknowledging missteps and taking corrective action,β Afenyo-Markin remarked. βIt is evident that the current arrangement, with its reduced number of ministers, may not be sufficient to meet the demands of governance.

Citing examples of ministries such as Local Government and Chieftaincy Affairs, the Minority Leader highlighted the inefficiencies created by consolidating wide-ranging responsibilities under a single minister.
He expressed concern that such arrangements could lead to administrative bottlenecks and, in extreme cases, corruption, due to the absence of adequate oversight.
He further noted that merging ministries does not lessen the workload for civil servants, whose responsibilities remain unchanged. Without sufficient ministerial oversight, critical issues could spiral out of control, he cautioned.
